I don’t know if this is a stupid question or not. Also, it could be called planting soil instead of potting soil… I am not sure. Thank you.

Good question.

Potting soil is a commercial mix of soil for potting plants. It’s clean and bug free. It’s the safest thing to use for starting young plants. Most folks use it for their house plants. I use it for my new tomato and pepper plants when I start them in late winter.

Mulch is usually available for free, although you can buy it.It’s something you put around the plants to help hold water near the plants and prevent the soil from drying out. Depending on the time of year and what material, it’s useful for keeping the soil cool or warm.

You can use many different things to mulch plants, wood chips, raked up leaves, hay or straw, shredded newspaper, pine needles,
the organic matter you can dig out from under trees in the forest. In a pinch, I’ve used card board boxes weighted down with rocks.

Potting soil is dirt with nutrients added for growing plants. Mulch is shredded wood or other materials that is placed on top of the soil so that the soil retains moisture.
